Good morning everyone.
I'm about to change the original relay with one for LED indicators.
Before starting the job, I wondered what these two wires (blue and brown) were that come out of the relay and go around under the steering wheel.
I will go into more detail by following the two cables.

I just replaced the flash relay in our 2000 , there were no wires in the factory relay.

What happens if you just plug in the new relay? Notice anything that doesn't work?
Does your explorer have a warning screen for light bulb failure?
 






The wiring diagram I have, only shows the 5 functions shown on your picture for load/ground/hazard/battery/ignition, none of which are brown or medium blue. Flasher to load (going through the MFS (multi-function switch) next, is light blue.

I second what Turdle asked, is there some problem with it working now?
 






Ok I mounted the relay for the first time and everything works correctly with the right intermittent time.
Those two wires reached an additional warning light that I removed (I attach photos).
