Replaced instrument gauges

I screwed up the instrument gauges on my 2008 Ford Explorer Sport-Trac while replacing gauge lights. Temp and tach work but no speedometer or fuel level. I bought a used instrument cluster that is the exact match for my old one. Installed it, temp works but the engine will not attempt to start. No click, no buzz, nothing. Anyone had this problem?
 






Vehicle now at anti-thief mode.
New instrument cluster should be paired with the PCM and the TCM.
Then PATS keys to be redefined and vehicle will start.

Use Ford dealer IDS for the pairing procedure

Thank you for the information. Now I have to find a ford dealer that will service a used cluster.
