no airflow from floor vents

hello i have a 2002 explorer limited 4.6 litre with dual eatc hvac controls, their is little airflow from the floor when the floor position is..chosen from the control head I have replaced the eatc control head replaced the blower motor and verified the blend door is functional and the plasic arm to the left is not broken and attached and moves on its own when viewing with the glove box down.when going from floor to vent to defrost

My 07 also hardly blows in the footwell area at all, if it’s really cold out I can feel it through my feet which is really annoying because the rest of the car inside heats up fine. My rear vents coming out of the console to the back seats barely blows at all. What’s funny is I also have a 97 explorer and it heats my feat no problem and the rear vents blow as hard as the fronts. I’m not sure why they would’ve down graded the system or what changed to make the system flawed.
