Intake Manifold Replacement Issue Question

Hi, I'm looking for some advice on an issue that has come up while replacing the intake manifold. There's a small gouge on the surface, and the mechanic doing the work insisted that it needed to be welded to be filled or it won't seal properly. Long story short, it can't be welded. What I want to know, is it really a problem (another mechanic has said no)? Is there another remedy if it does in fact prevent a proper seal? Photos attached. It's been a long drawn out saga and I really just need to get the vehicle fixed and running again. Thanks for any information you can provide.

Permatex ultra grey silicon will fill that imperfection and seal your intake no problem

Clean the metal really well, no oil, no dirt put a little silicon in that area, mount your intake and call it done
What is wrong with your mechanic? Weld that? Crazy speak
