Imagine driving on the main beach public road in Panama City Beach in a licensed and insured vehicle constantly being held up by unlicensed scooters that can't even go the 35 MPH posted speed limit. Last August in PCB we encountered thousands of these motorized Chinese toys down there. They are being shipped state side by the shipping containers packed full of them. They at least need a registration of a sort between a bicycle and a motorcycle and require the Rental Companies to have liability on them.
