No power to courtesy lights

I get no power to the courtesy lights because the Battery Saver Relay is not functioning and pin 3 (LG/OR) never becomes hot. I’ve tried other relays that I know work but they all respond the same.

Whether in Off, ACC, or Run, no pin on the Battery Saver Relay changes voltage:

3 LG/OR – 0 (to courtesy lights)
5 TN/YE – 12.9v
1 TN/YE – 12.9vv
2 VT/OR – 0 (from GEM)

I suppose that pin 2 (VT/OR) is the trigger from the GEM and is not sending the right signal, but I haven’t applied power to test it in fear of frying something. The power pins on the GEM register correctly:

11 WH/YE (hot Always)
6 GY/YE (hot in Run)
14 RD/BK (hot in Start)
15 BK/PK (hot in ACC/Run)

If I described this well enough, can anybody tell me what I should check next?

The light circuit goes thru the GEM module it controls the light
