Steering assist weak at idle

03 ST, 260k. Recently found the steering to be hard to turn at idle. Flushed the system and put in a reman pump. Helped a little. If it's over 1000 rpm, steers fine, under that it struggles. Ball joints, tie rod ends have been replaced and greased. Could this be a worn out rack and pinion?

i assume but have you bled the air out like turn lock to lock then check fluid.
 






Yes I did. Fluid level is fine, blood red. Is there a preferred brand of remanufactured racks? I'm familiar with boxes, but not rack and pinions
 






Just to be sure, these don't have a ps pressure switch, correct?
